Harbor freight  and tractor supply both sell 20 cu. Ft. Cylinders and regulators. Once you own the tank you can take it to a gas supplier. They will usually swap your tank out for a filled one. Do not buy a medical o2 cylinder.

You need a prescription to get them refilled.

What he said and the fill adapter is different not allowing some places to fill it, even if they were willing to do so without  a prescription.  They are also an aluminum tank so they only have a 5 year hydro test and not 10 like steel.  You would own the medical unit and not be exchanging it so you would bear the costs of the new hydro test certification as well.

I bought my tank, along with the regulator, at Praxxair.  They also sell gases, so I can take my tank there to swap it out.

I just bought my 20 cu. ft tank at Airgas.  Have a regulator.  The bottle was $80, but can trade in for new bottle for $20 for Oxygen.

Harbor freight always has 20% off coupons in the paper so you can get the tank & regulator pretty cheap.

 Just go to your local Welding supply shop. They sell it all and just refill your tank. I get mine refilled for less $20
