IF I were the one who was riding the bike and did this, I would have stuck around to make sure that the fire was actually out...  Strange that he just rode off like that...

I believe he thought it strange and odd he didn't stick around, my thinking is the man at that time in the morning on a bike was probably on his way to work etc. and didn't want to be late.
