It doesn't exactly sound like he's blind. I kinda suspect he would be bumping into the PVC pipe if he couldn't see. Picking up rocks and moving them around the tank is either him looking for food or he's redecorating like they do for the ladies. It honestly sounds like he's ether not spooked easily because he knows he's by himself, or he's not happy being alone, or he's recovering.....
Are the water parameters different in the 29 gallon? Is the temp different? How long has he been in the 29 gallon? Maybe he's recovering from the stress the other fish inflicted? Did he get damaged/beat up before you moved him? Where was the damage and how bad was it? Do the eyes look normal, swollen, cloudy, ect.? (Just trying to get a good picture of what happened. Most people don't move their fish unless it's serious.)
I recently moved 1 of my Mbunas to the 20L and he didn't act like himself at all. After I put up a divider and dropped in my female DB Peacock, he perked RIGHT up.
I did have a peacock damage one of it's eyes while trying to escape being beat up. It stayed swollen for over a week and you could tell that he had little or no vision on that side. Things got better after the swelling went down.
