Yeah I realized that after I typed it then didn't feel like correcting it.  Doesn't look like a fun project man.

I may have lucked out. I put a pipe wrench on the one farthest on the line (right side of the meter) and it seems pretty frozen, but I put it on the first shut off (left side of the meter) and it actually turns somewhat easily. Not gonna mess with it till later in the week but looks like I may dodge a bullet on the worst case scenario at least.
Better to have a short life full of what you like doing, than a long life spent in a miserable way.

Close the valve till it gets tight then another quarter turn but don't force it, helps to have a faucet running while you do it to clear the crud out of the valve and know if you have a good shut off. Then open it up and do it again until you get a good shut off or its slow enough to work with. I'd give you hand with it but I'm leaving town for two weeks tomorrow. Good luck.
