Heyyy everyone so I know this is an often-asked and really subjective question, but I'm going to ask for advice anyways. I want to set up the 33long in the same room as my 40 long. The 40 long is perpendicular to the support beams and up against a concrete wall, it's basically positioned in the most solid spot in the apartment. If I set up the 33 where it is pictured (obviously not hanging off the end of that bookshelf) it will be parallel to the floor beams AND the other side of that wall has a refrigerator and an oven up against it. What's your opinion, safe or not safe?

Should be perfectly fine IMO. You don't really need to worry too much about where tanks are located till you get up to 6ft tanks or double stack 55's etc etc.
