Call back.  Get the person's name at the beginning of the call, and explain the situation (if it's a different person), if they give you the runaround, ask to speak to the supervisor.  If they give you the runaround, contact the mayor's office.  The squeaky wheel gets the grease, so keep calling until they do their job.
