Is a  "dragon blood peacock"  &  "sunburst peacock"  the same fish ?

No, two different man-made fish...both are extremely variable in quality, just like the German Red, Rubin, and Tangerine peacocks were when they were new to the hobby.
It takes several generations of breeding back offspring to solidify the better traits/colors in a man developed fish.
Personally, I prefer all the wild occurring strains of any fish but that's just me.
