How can he not be in jail?

I drove by Monday and there was plants out frt for sale, but the door was locked. I started to walk away and Dennis opened the door and told me he closed right now,but is getting a "shipment" of dry good in.

I told him i was just looking for holey rock, he looked like he was on meth. Scary Scary
