Hey Jim,
Besides being an long time fish keeper with large fish room experience, I am also a licensed electrician with 25yrs in the trade.
I have helped design and build other people's fish rooms besides my own rooms.
If your electrician isn't a fish keeper, he may not think of these ideas.
If you want to control all your tank lights from one location instead of having to turn them on individually, have him run
14/3 (or 12/3 if you plan on 20a circuits) and make one of the circuits switched power and the other constant power.
You can have him install 4-square boxes with double duplex receptacles, one brown (constant power) for heaters/filters and one white (switched) for lighting. The switched receptacles can all be controlled from a light switch (or switches) from right by your entry door. For one fish keeper I even installed a time clock for all her lighting because she kept a lot of live plants.
I also highly recommend he run all new circuits for your fish room so you are 100% sure on what is all on each circuit.
Let me know if you need any other suggestions.

p.s. It's a shame you have to cover the outer walls for insulating purposes, the foundation walls look really cool.

Yeah no kiddin' I was just thinking the same thing looking at the pic. Coat that rock wall with some gray Drylok and do a little shading on them like you would a 3D background and that would make sore and AWESOME look for the fish room 8)
