Is the best male to female ratio 1:4. I see this used a lot. What would be the best breeding tank size. I know the bigger the better, but what is the most economical size. My buddy's mom owns a pet store and I think I am going to get my hands in it. 8) Baby steps Baby steps LOL

All depends on the type of fish. Doing some research is the fun part of the hobby. If you are looking for tanks I would recommend Over-the-Edge. I just picked up a 50 gallon and the quality is so much better then the fish store.

If we're talking angelfish, 1m/4f would be a poor choice because they pair off prior to spawning. If you're talking mbuna, it's a common suggestion. If you had endless demand and a suitable tank, 1m/12f would work for mbuna as well.
If you have specific species in mind, toss out the name and I'm sure people will chime in with their suggestions.
