EvilVOG on greatlakesaquaria.com breeds show bettas he is your best bet I can think of he is not very acrive though.  He does have a website and is on all the betta forums I believe.

Not a breeder per se but I've seen some decent ones down at Bruce's Pond Shop/Aquatic Treasures down in Brownstown.  I don't know a ton about bettas so I'm not sure that they're show quality but then again they might be.  Their fish are usually pretty nice down there.
