My neighbor has a 50 gal breeder tank and he asked me if he took his f1 male peacock and bred it to a female from the LFS would that be bad or is that ok? I say I not even sure my self so I told him I find out. Is it ok if he take his f1 male peacock male and bred it with females from the LFS?

Yup, no problem with that.

No problem, but keep in mind the fry will be "tank raised" not "F2".
You can advertised that the male is F1 and the female is tank raised though - that's possibly better than the normal third generation brother bred with sister IMO from a genetic diversity standpoint.
