Not sure if its quite what you are looking for, but I picked up a T5 2 bulb fixture from Home Depot that seemed to work awesome. Around $50. Bought an extension cord for $2 and cut the end and wired it together. Have one on my 90 gallon and one on my grow-out system.

There are some pics here of what I did. Hope this helps.

Check with Ken down at the extravaganza.  He might have some good deals.

I've seen people use these,  however I like to use both 10,000k and Actinic bulbs and have not found a good (cheap) source for them yet ?

Here's the actinics for $10/bulb or so depending on length of bulb.

Ken's Fish.  He brings tons of stuff and has a huge section in the vendor area.  A lot of people pre buy and then he brings orders with him.
