Title: testing a UV sterilizer

I have One that I got with a big purchase and the bulb was broke, Is there a way to test it with out have to pay $50 for a new bulb? I have a Ohm meter

Not really. Take it to a lfs and see if they will put a bulb in and see if it fires up. Tell them you are not sure if the ballast is shot in it or not.
